为提高企事业单位的管理效率，确保事务执行过程可控、可管、高效规范化运作，研究设计出一种新型执行力管理系统。该系统凝聚了执行力管理理念的精髓，以追踪为核心独到地实现了事务管理流程的OPRTAES法则。在设计技术方面，从系统软件、开发工具到应用软件，广泛集成了系列开源框架，无缝衔接 C/B/S架构，形成了一种新的高性能执行力管理软件系统开发模式。这种开发模式不仅提高了系统运行的可靠性，也大大缩短了软件设计时间，减少了系统开发和系统应用的成本。目前该系统已进入商用阶段，得到众多客户的应用和好评。
Abstract: A new execuTIve management system was designed in order to improve enterprises management efficiency， ensure that the transacTIon implementaTIon process is controllable， manageable and standard operaTIon. This system condensed good ideas for executive power management，which realized OPRTAES rule originally with tracking as its core. In the design technology， it integrated open-source frameworks widely from system software， application software and its development tools， jointed C/B/S structure seamlessly. This paper presents a kind of new high-performance development mode of execution software system， which not only improves the system reliability， but also greatly reduces the software design time， lowers the cost of system development and application. At present ，the system has entered commercial stage，which gets many customers.
